Air-traffic panel to be set up

The Civil Aviation Department will set up an expert panel to advise on the operation of the new Air Traffic Management System.

 

Director-General of Civil Aviation Simon Li announced the move today, saying the group will comprise academics, electronics engineers and representatives of air traffic controllers.

 

The announcement came after an incident at about 1pm today when the new system failed to display some flight data for about 26 seconds.

 

Mr Li said safety was not compromised nor was the airport’s operation affected by the incident, adding there was no need to activate the stand-by system.

 

"Just as a measure to safeguard aviation safety we have actually put on hold the departure flight for 15 minutes. This is part of the procedure to ensure flight safety."

 

He said an initial investigation shows the incident was mainly to do with the system’s flight data processor.

 

The department has asked the system’s contractor to submit an incident report and propose the necessary fix within two days.

 

It has also asked the contractor’s senior management to fly in to follow up on the incident.

 

Secretary for Transport & Housing Prof Anthony Cheung has instructed the department to thoroughly review the incident and its causes.

 

The bureau is also approaching its independent overseas consultant, the UK-based National Air Traffic Services, for advice to ensure safety.
