Deputy Director of Planning Raymond Lee will succeed Ling Kar-kan as Director on November 22.
Secretary for the Civil Service Clement Cheung said Mr Lee, with his proven leadership, profound professional knowledge and extensive experience, will lead the department to meet the challenges ahead.
Mr Cheung thanked Mr Ling for his contributions to land supply and the sustainable development of Hong Kong.
