Hong Kong's fire safety regulations are written to help prevent the spread of flames and smoke in buildings, not worsen the risk of explosion.
Secretary for Development Paul Chan made the comment today in reaction to a legislator's concern that the enclosed design of lift lobbies and corridors might increase the risk of explosions.
Mr Chan said design regulations in the ordinance help prevent the spread of fire and smoke to staircases, which are used by evacuees and firemen.
The Fire Services Department has formed an investigation team to study the gas explosion in Shek Kip Mei Estate in November, he said.
If the investigation report shows room for improvement in the operational guidelines for handling gas-leak incidents or protective equipment, the department will follow up on the report's recommendations, he added.
