The Harbourfront Commission and the Development Bureau have jointly launched the second phase of the public engagement exercise for the proposed establishment of a Harbourfront Authority. It will run until December 24.
Introducing the proposal’s details at a press conference today, commission Chairman Nicholas Brooke said it is proposed that the authority should start modestly as it is not feasible for it to take up and manage the entire 73km-long Victoria harbourfront at the onset.
He said an incremental land allocation and development strategy is proposed.
Upon the establishment of the authority, priority should be given to sites that are ready for development so it can immediately capitalise on its creativity and flexibility, he said.
The Government can consider allocating to the authority newly reclaimed land and sites primarily zoned as open space that are available for development in phases over the next five to 10 years, he added.
These sites would include the New Central harbourfront, the Wanchai - North Point harbourfront, the Quarry Bay harbourfront, the Kwun Tong harbourfront, and the Hung Hom harbourfront.
Mr Brooke said that when the authority has accumulated adequate experience and built a good reputation, it can then consider taking up more available sites.
The public are invited to express their views by December 24.
The commission and the Government will hold public forums and briefing sessions to solicit views.
As part of the exercise, the commission has also launched a mini-movie competition, with the support of nine District Councils with shorelines on Victoria Harbour.
