Legal action taken for site deaths

September 17, 2014

The Electrical & Mechanical Services Department is taking legal action over an industrial accident that caused the deaths of two workers in March at Tregunter Tower 3 in Mid-Levels.

The owners of a working platform at the tower were found to have breached the Builders' Lifts & Tower Working Platforms (Safety) Ordinance by failing to properly maintain the platform.

After seeking legal advice from the Department of Justice, the department announced today it will prosecute the platform’s owner Hong Dau Construction Company and its co-owner and contractor Proficiency Industrial Products.

The accident happened on March 25 when the right section of the platform detached from its central lifting section, causing it to fall from the 55th floor to the ground.

The department found that the incident was caused by metal fatigue. It inspected all working platforms in Hong Kong after the incident and no similar defects were found.

The Labour Department is also taking legal action over the incident.
