Statutory maritime body mooted

April 16, 2014

The report on the Consultancy Study on Enhancing Hong Kong's Position as an International Maritime Centre, commissioned by the Maritime Industry Council, has recommended that the Government set up a new statutory maritime body.

The council's study has explored ways to enhance Hong Kong's position as an international maritime centre, and proposes a strategic development blueprint. It says that Hong Kong is well-positioned to serve as a springboard for Mainland maritime companies to "go global", as well as to provide services for overseas enterprises to extend into the Mainland market.

It identifies Hong Kong's advantages in developing high value-added maritime services, including ship registration and maritime arbitration, and highlights a need to strengthen its institutional set-up and dedicate human resources to proactively drive industry development.

The consultant recommends the Government form the new statutory body to co-ordinate its efforts with the industry in implementing policy initiatives to propel long-term development, to undertake policy research and promote maritime services, to help strengthen Hong Kong's role as a regional maritime hub.

The council said the industry generally supports the recommendation. The Government will study the structure, functions, mode of operation and funding arrangements of the new statutory body in detail, and will consult the industry and the Legislative Council when appropriate.
