Secretary for Food & Health Dr Ko Wing-man says a steering committee has completed its review of the Hospital Authority's development, and the report is expected in the first half of this year.
Speaking to reporters today, Dr Ko said a major recommendation is for the authority to adopt a population-based resource allocation mechanism.
The Government will earmark resources during the transition to supplement hospital clusters facing particular difficulties.
The committee also suggested the authority's central office should have a greater role in human resources allocation across clusters, so as to cope with emergency demands in a particular cluster.
