TV licences granted independently

August 19, 2017

The recent decision by Phoenix Hong Kong Television to withdraw its application for a free-to-air TV licence will not affect the applications by the other TV service providers.

Secretary for Commerce & Economic Development Edward Yau made the statement to the media today, saying the Communications Authority will handle each application for a free-to-air TV licence independently.

Mr Yau said the Government respects the decision of Phoenix Hong Kong TV.

"The free TV market has undergone certain changes over the past few years.

"On the one hand, the Government has issued two additional licences whereby two companies have come into the market and started broadcasting.

"On the other hand, there are existing applicants (who), based on their own assessment of the market situation, might be taking different decisions.

"We will of course continue to monitor the general situation and ensure that the services being provided (are) in accordance with the licensing system."

Asked whether Hong Kong will be affected by the recent US investigation into China's intellectual property practices, Mr Yau said the Government will continue monitoring the situation.

"Regarding the US attempt to invoke 301 measures against China, I think this is evolving.

"Whether this is entirely a trade or political matter, I think we need to assess the overall impact and whether there will be consequential actions taken by the other party."
