Financial Secretary John Tsang has urged lawmakers to pass the Appropriation Bill 2016 as soon as possible.
The Legislative Council debate on the bill was adjourned today due to a lack of quorum.
Mr Tsang said he proposed a $38.8 billion package of relief measures in his Budget this year as Hong Kong's economic conditions are worsening and an unemployment rate rise is expected.
He said the public will be disappointed with the adjournment and urged lawmakers to be practical and not do something that will hurt Hong Kong people.
