Financial Secretary John Tsang says the $38.8 billion worth of relief measures in his 2016-17 Budget have been put forward due to the bleak outlook in the year ahead.
Speaking to reporters after appearing on a radio programme today, Mr Tsang said the relief measures are short term and will not be made permanent.
It was not expected that the gloomy external situation would linger on so long, he added.
