Fanling Magistracy fined the head of a construction site $40,000 today.
He was convicted of illegal dumping of construction waste and unauthorised land filling for site formation works on the Tsim Bei Tsui mangroves at Deep Bay last December.
Officers from the Environmental Protection Department discovered government land there had been excavated and covered with soil fill, while unauthorised site formation works were also seen.
The affected area is about one hectare.
The Tsim Bei Tsui mangroves area, located at the wetland in Mai Po and Inner Deep Bay, is largely zoned as a Site of Special Scientific Interest.
The transportation contractor and the lorry driver involved in the case were each fined $15,000 on August 3 for contravening the Waste Disposal Ordinance.
