The District Cooling Services Bill was gazetted today to set the charges for using district cooling services at the Kai Tak Development.
The district cooling system is an energy-efficient air-conditioning system and is a major infrastructure facility supporting the sustainable and environmentally-friendly development at Kai Tak.
The system uses 35% less power than traditional air-cooled air-conditioning systems, and 20% less electricity compared to individual water-cooled air-conditioning systems using cooling towers.
It will cover about 1.73 million square metres of non-domestic air-conditioned gross floor area at Kai Tak, promoting energy efficiency and conservation.
When completed, the entire system can save 85 million kilowatt-hours of electricity every year - a reduction of 59,500 tonnes of carbon dioxide emissions.
The proposed tariff seeks to fully recover the system's cost in 30 years. It is cheaper than using individual water-cooled air-conditioning systems using cooling towers which is one of the most energy-efficient air-conditioning systems available.
The Bill will be introduced into LegCo for first and second readings on October 8.
