1,300 data requests received

The Government received 1,323 requests under the Code on Access to Information in the fourth quarter of last year, the Constitutional & Mainland Affairs Bureau said today.

 

The total number of requests received since the code’s introduction in 1995 up to the end of last year amounted to 55,235.

 

Of these, 3,218 requests were withdrawn and 2,579 requests covered cases in which the bureaus or departments concerned did not hold the requested information. At the end of last year, 247 requests were still being processed.

 

Among the 49,191 requests to which the bureaus or departments had responded, 46,989 requests were met in full while 1,052 were met in part and 1,150 were refused.

 

Anyone who is dissatisfied with a bureau or department's response under the code can ask for a review. They can also lodge a complaint with the Ombudsman.

 

The Ombudsman received 17 complaints relating to requests for information in the fourth quarter of last year.

 

During the period, the Ombudsman completed investigations into 25 complaints. Four were substantiated, three were partially substantiated, one was unsubstantiated, 16 were settled, and one was outside the Ombudsman's jurisdiction or not pursued by the Ombudsman.

 

As at the end of last year, the Ombudsman was still investigating 13 complaints.
