Pay trend survey effective

The annual pay trend survey is an effective mechanism to adjust the salary of civil servants as it takes into account staff demands and other factors.

 

Secretary for the Civil Service Joshua Law made the statement today in response to media questions about whether there is a need to improve the pay-trend-survey mechanism.

 

Mr Law said the outcome of the annual pay review is decided by the Executive Council after considering six factors, including civil servants' demands.

 

He said it is natural for some civil service unions to be dissatisfied with the survey results.

 

Noting civil servant pay rises is not a political issue, Mr Law called on legislators to approve the Government's funding request for the pay adjustment proposal as soon as possible after the Legislative Council's summer recess ends.

 

On recent news reports about Radio Television Hong Kong outsourcing posts held by civil servants and contract staff, Mr Law said RTHK’s management is dealing with the issue.

 

"I think every government department ought to adhere to the established practices and guidelines in handling requests for manpower or other issues."
