Chief Executive CY Leung attended the 2016 Pan-Pearl River Delta Regional Co-operation Chief Executive Joint Conference in Nanchang, Jiangxi today.

 

Mr Leung held discussions with government leaders of the Pan-Pearl River Delta provinces/regions about implementing a regional development strategy and the State Council's guiding opinions on deepening co-operation within the region.

 

Noting that the National 13th Five-Year Plan mentioned for the first time the deepening of the PPRD regional co-operation, he suggested these provinces/regions leverage Hong Kong's super-connector role in jointly supporting the Belt & Road initiative and enhancing innovation and technology.

 

Mr Leung encouraged the provinces/regions to join Hong Kong to participate in developing and managing projects relating to the initiative. He also said Hong Kong possesses advantages in innovation and technology and has been promoting re-industrialisation.

 

He added that the HKSAR Government proactively creates an environment conducive to promoting "mass entrepreneurship and innovation" with the PPRD provinces/regions.

 

At the consultative meeting between the PPRD provinces/regions and the central authorities, Mr Leung said the Government would take part in the Guangdong-Hong Kong-Macau Big Bay Area development plan.

 

He said with Hong Kong’s participation, it would foster development of the three places on mutually beneficial grounds and leverage the cross-boundary transport network in promoting regional social and economic development.

 

Mr Leung also held separate meetings with leaders of Jiangxi, Fujian, Sichuan and Hunan to discuss co-operation in areas such as trade and commerce, the Belt & Road initiative as well as innovation and technology.

 

The PPRD forum covers nine provinces/regions in the Mainland, namely Fujian, Jiangxi, Hunan, Guangdong, Guangxi, Hainan, Sichuan, Guizhou and Yunnan. It also includes Hong Kong and Macau.
