CE to relay bookstore case concern

June 20, 2016

Chief Executive CY Leung says he will relay Hong Kong people's concern over the Causeway Bay bookstore case to the central authorities in writing.

Speaking to reporters after hosting an interdepartmental meeting today, Mr Leung said the Government will also review the notification mechanism between Hong Kong and the Mainland on Hong Kong people contravening laws on the Mainland.

The review is to expedite notification and increase transparency, which allows the Government to learn the whereabouts of Hong Kong people in order to inform their families, protect their personal safety and legal rights, and provide assistance.

He said the Government has been dealing with matters relating to Hong Kong strictly in accordance with "one country, two systems" and the Basic Law.

The Basic Law only authorises Hong Kong law enforcement agencies to enforce the law in Hong Kong. Mainland and overseas law enforcement agencies do not have the authority to enforce laws in Hong Kong, and they will contravene Hong Kong law if they do so.

He said Police have been investigating the bookstore case and immediately contacted Lam Wing-kee after his media conference last week to learn more about the incident.

Secretary for Security TK Lai said Police will handle Mainland law enforcement agencies' requests in accordance with Hong Kong law.
