Labour issues under study

Several issues of concern to labour organisations are being investigated.

 

The Government made the statement in response to Labour Day processions today.

 

The issues include standard working hours, retirement protection and abolition of offsetting of the Mandatory Provident Fund.

 

It said the Standard Working Hours Committee launched the second-stage consultation on working hours policy directions last week.

 

The Commission on Poverty is also conducting a public engagement exercise on retirement protection, while the MPF offsetting arrangement is one of the key issues for consultation.

 

It also noted that the Statutory Minimum Wage has been implemented smoothly for five years, with the income of grassroots employees continuing to improve.

 

Total employment grew by 270,000 before it was launched.

 

The Minimum Wage Commission is working on a new study of the minimum wage rate and will submit its recommendation report by the fourth quarter.

 

Statutory paternity leave has been in effect since February last year, benefiting tens of thousands of employees. It will be reviewed by the Labour Department.

 

This year the Government tabled the Employment (Amendment) Bill 2016 to the Legislative Council. The bill will strengthen protection of the right to reinstatement or re-engagement for employees who are unreasonably and unlawfully dismissed.

 

The near-term outlook for Hong Kong's economy is still subject to considerable downside risks. Individual sectors, such as the tourism and retail industries, have seen weak performance in their business, it said.

 

The Government will stay vigilant and closely monitor labour market development, especially the employment situation of the grassroots, to provide timely employment support and retraining services to meet their needs, the statement added.
