Most of those arrested over the Mong Kong riot are jobless and belong to radical political groups whose demands and violent methods do not represent the aspirations of the majority of society.
Chief Executive CY Leung made the statement to reporters today appealing again to the public, especially political parties, not to whitewash the violence or justify the motives behind it.
Police have arrested 65 people so far and will continue to apprehend the rioters to bring them to justice.
Mr Leung said he will support requests to upgrade Police equipment and manpower to cope with new challenges.
He reiterated that the riot has nothing to do with hawker policy and that it was not caused by joint raids conducted by hawker control officers and Police.
He noted that some political parties and student organisations do not see the true picture and have issued statements inconsistent with the facts.
