Bureau to align InnoTech work

November 20, 2015

The Innovation & Technology Bureau will better coordinate inter-bureau policy efforts on innovation and technology, Chief Executive CY Leung says.

Speaking during a media briefing today with the newly-appointed Secretary for Innovation & Technology Nicholas Yang, the Chief Executive said he was confident in Mr Yang's ability to lay down a comprehensive policy to expedite development in this field.

Mr Yang said the new bureau will act as an innovation and technology 'superconductor' for Hong Kong to harness its huge development potential under the nation's 13th Five-Year Plan.

He outlined the bureau's main focus areas, which include enhancing collaboration with top global research institutes; working out measures to encourage private-sector participation in innovation and technology; developing Hong Kong into a technologically smart city; and creating a strong pool of talent to boost the city's competitive edge.

Mr Yang noted that Hong Kong is well-positioned to develop high technology due to the dual advantages of 'one country' and 'two systems', as well as its well-established legal system, independent judiciary and sound intellectual property regime.

He added that the bureau aims to coordinate the Government, industry, academia and research institutes in formulating clear, holistic and macro policies on innovation and technology.
