Chief Secretary Carrie Lam maintained that the National People's Congress Standing Committee's decision in August last year was solemn and will not be retracted or revised.
Speaking to reporters today, Mrs Lam added that the Government's reform proposal unveiled on April 22 was based on the NPSCS decision, and also had no room to change.
She called on lawmakers, especially the pan-democrats, to endorse the reform proposal, for the sake of Hong Kong's constitutional development.
