All sectors' needs equal: CE

October 22, 2014

Chief Executive CY Leung says an election design must achieve "balanced representation" since the Basic Law requires the Chief Executive to take into account all sectors' needs with equal importance.

Mr Leung made these remarks in an earlier interview with overseas media when asked about the meaning of "broad representativeness" in the Election and Nominating Committees.

Referring to his election experience in 2011/2012, Mr Leung cited the sports sector as an example to illustrate that, while the sports community's population is small, it is an important sector in the Election Committee. He had met with the sector on several occasions to better understand its needs.

The future Nominating Committee will comprise four major sectors to take into account the needs of all classes and sectors, not just the needs of the largest community, he said.

Mr Leung also confirmed that income disparity is a problem in Hong Kong. Among the five policy areas the current-term government had identified, poverty alleviation, care for the elderly and housing are closely related to the improvement of grassroots' livelihood, he said.

The re-establishment of the Commission on Poverty and the setting of the first-ever official poverty line demonstrate that the current-term government attaches great importance to the grassroots' livelihood, he added.
