Discussion can narrow differences

October 21, 2014

Secretary for Constitutional & Mainland Affairs Raymond Tam says differences can be narrowed by more communication and further discussion in the next consultation exercise on constitutional development.

Briefing the media after meeting the Federation of Students today, Mr Tam said the major difference between them is the right to nominate Chief Executive candidates, adding the civic nomination proposed by the students does not comply with the Basic Law, which states clearly such a right rests in the nomination committee.

On the proposed report to be submitted to the Hong Kong & Macau Affairs Office, he said the report on the public reaction to the National People's Congress Standing Committee's August 31 decision made on the Chief Executive election, will include the views of different groups, students’ statements and university surveys.

He also invited the federation to submit a concluding statement for the report.

On today's meeting, he said the Government and students agreed the right to elect the Chief Executive should be fair and popular.
