Chief Executive CY Leung has urged people to express their views on constitutional development in a lawful and peaceful manner.
Speaking to the media today, Mr Leung said he disagrees with the use of illegal means to express views.
He said people enjoy freedom of expression in Hong Kong, but all actions must be lawful.
He said he will sign in the signature campaign being held by the Alliance for Peace & Democracy in Hong Kong to show his support for achieving universal suffrage of the Chief Executive in 2017 by lawful means.
