CS urges better LegCo security

April 17, 2014

Chief Secretary Carrie Lam has called for a review of security in the Legislative Council Chamber.

She made the plea in a letter to the council’s president today, expressing regret that legislator Leung Kwok-hung threw objects at Financial Secretary John Tsang at yesterday’s council meeting.

"Public officers attending meetings of the council should enjoy the same protection and respect as any council member. Under no circumstances should public officers attending council meetings be subjected to any intimidating or abusive acts by members."

Mrs Lam said the Government has raised similar concerns in recent years, and expressed regret an incident has occurred again.

She said the Rules of Procedure should be reviewed and tightened to prevent similar disruptions.

"We feel strongly that such disorderly behaviour must be stopped."

Mrs Lam also convened an urgent meeting with House Committee Chairman Andrew Leung this morning, to express the Government's grave concern over the incident and to urge appropriate follow-up action.
