Tentative pay trend indicators announced

May 15, 2013
The Civil Service Bureau received the tentative results of the 2013 Pay Trend Survey from the secretariat of the Pay Trend Survey Committee today.

The results, in the form of gross pay trend indicators, show the rates of pay adjustments in the private sector in three defined salary bands for the year before April 1, 2013.

They stand at 5.30% for the lower band, 4.79% for the middle band, and 3.38% for the upper band.

The figures need to be endorsed by the Pay Trend Survey Committee next week.

Meanwhile the bureau announced that the payroll cost of civil service increments incurred in 2012-13 is 1.38% for the lower band, 0.87% for the middle band, and 0.83% for the upper band.

Together, the two sets of data will influence the 2013-14 civil service pay adjustment.

The net pay trend indicator, to be derived by deducting the payroll cost of civil service increments from the validated gross pay trend indicators, is one of the factors for the Chief Executive in Council to consider in deciding the adjustment.
